When working with a Workflow in the Active Roles Synchronization Service, the following error message is encountered when attempting to connect to an Active Roles Administration Service:
The specified Active Roles Administration Service cannot be contacted.

Causa
Either the target Active Roles Administration Service is not started, the service name is incorrect, or there is a networking issue preventing access on the requisite port. -
Resolución
Ensure that the Active Roles Administration Service on the target is started, that the FQDN or IP Address of the target is specified properly in the Active Roles Synchronization Service Connection settings, and that the Active Roles Synchronization Service host can access the Active Roles Administration Service host on port 15172.
