Password resets works intermittently on AIX

Causa
The minage attribute in /etc/security/user (under either the default stanza or the specific users stanza) is set to a value greater than 0.

Resolución
Set the minage value for the user to 0. More information on these settings can be found in the user file.
minimum password age (minage)
Defines the minimum number of weeks between password changes. The default is 0. Range: 0 to 52.maximum password age (maxage)
Defines the maximum number of weeks a password is valid. The default is 0, which is equivalent to unlimited. Range: 0 to 52.
If the maximum password age is lower than the minimum password age, the user cannot change their password.
