After upgrading syslog-ng PE, syslog-ng fails to start.
The following errors are reported when this command is run in interactive mode
# /opt/syslog-ng/sbin/syslog-ng --interactive

Error opening disk-queue file; filename=’’; error=’Permission denied (13)’
Error initializing log queue;
Error initializing message pipeline;
+++++++++++++++++
And when running the same command in debug mode
# /opt/syslog-ng/sbin/syslog-ng -Fedv
The following errors are reported

Error binding socket; addr='AF_INET(10.11.12.13:601)', error='Permission denied (13)'
Error initializing message pipeline; plugin_name='syslog', location='#buffer:4:10'+++++++++++++++++

Causa
Syslog-ng is being run by a non-privileged user.
