Attempting to use the Back Sync Wizard or a Microsoft Office 365 connector fails with the error: "Connecting to remote server ps.outlook.com failed with the following error message : WS-Management cannot process the request." (4340714)

Attempting to use the Back Sync Wizard or a Microsoft Office 365 connector in the Active Roles Synchronization Service console fails with the following error:

The Active Roles Synchronization Service is using an incorrect URI in the Back Sync Wizard and Microsoft Office 365 connectors.

The Active Roles Synchronization Service is using the following URI:

https://ps.outlook.com/powershell

The correct URI should be:

https://outlook.office365.com/powershell-liveid/

In most environments, a redirect occurs on the Microsoft side and there is no connection issue. In some environments, the redirect fails and the above error message is encountered.

This issue is being tracked as Defect ID 247923.
