In 6.0 pm.settings does not update with the full list of available masters / policy servers -

After configuring a a secondary master, now known as a policy server in Privilege Manager for Unix 6.0, the pm.settings file is not updated with the full list of available policy servers as it did in previous versions.

Causa
Masters or Policy Servers (6.0 terminology) behave slightly different in version 6.0 . You do not need to specify multiple masters in the pm.settings file to use multiple servers for failover/loadbalancing. Instead, the Policy Servers belong to a Policy group, and each Privilege Manager host joined to that Policy group will be able to use any of the Policy Servers in the group, despite the masters setting. This is done seamlessly via the pmloadcheck daemon. -

This is working as expected in version 6.0 of Privilege Manager for Unix.
