You might receive the error message above when "SUSR_USER_CHANGE_PASSWORD_RFC" is executing on type "B" (System) and "S" (Service) SAP users.
The initial password for such users are already productive passwords and cannot be changed in SAP. Execution of "SUSR_USER_CHANGE_PASSWORD_RFC" should be prevented for such users.
