Not all language dependencies are taken into account for translations (4320346)

Example Scenario:

ReasonHead@PWODecisionHistory has defined ReasonHead@PersonWantsOrg, AutomaticReasonFalse@PWODecisionStep and AutomaticReasonTrue@PWODecisionStep as translation sources.

If only AutomaticReasonFalse@PWODecisionStep and AutomaticReasonTrue@PWODecisionStep are entered, they are not translated.

If the translation ReasonHead@PersonWantsOrg is entered, it is displayed.

This is a product defect (34410).
