WORKAROUND 1
- Check if the server has internet access (it is trying to download WebView2)
- If internet access is not possible, download WebView2 from here:
Download the WebView2 Runtime- Install it manually -> WITH admin privileges (otherwise it won't get installed to all system users)
- Set the windows system environment variable IM_NO_WEBVIEW2 to true.
WORKAROUND 2
- Uninstall and reinstall the Application Server with admin privileges.
- Reboot the server after reinstallation.

This is a known defect ID #36107. A fix will be released in a following Cumulative Update (CU).
