STATUS: Support for Java 9 with PSM was confirmed in TPAM 2.5.920.
From the TPAM 2.5.920 Release Notes:

Based on a preliminary testing, against TPAM 2.5.917/918/919, we have only seen one issue. This is an “Unable to launch application - HTTP response code 400” which can be resolved by clearing the Java Cache of anything TPAM* in the Application column of the Java console.
