원인
The answer to the question unfortunately is "no".

해결 방안
Based on the network traffic it is impossible to tell if a connection is idle.
It is not possible to distinguish user activity from other traffic in terms of RDP protocol.
This is by design form Microsoft and not a restriction on PSM side.
