Disabling the Approval step and adding in another operation, like a Stop/Break, allows the Workflow to complete as expected.

Another Approval Workflow is in a broken state. -
해결 방안
Check all other Approval Workflows present in the Active Roles Console. If there are any errors when opening them, delete and recreate the Workflow which throws the error.
