After an upgrade, enabled and disabled services should match the current role of SPS. The problem is that {{ClusterRolePresenter}} updates the state of services using {{SystemServiceNotifier}} objects, but the config applier daemon which runs before booting up the core firmware does not invoke any system service notifiers -
