You may have noticed that you new/custom WFs are always available for unregistered users despite its availability configuration, e.g.:
This issue has been identified as a product defect (267266).
WORKAROUND
1) In the PMAdmin site, navigate to/open the custom WF;
2) Copy/note the WF's GUID from the end of the URL (after scenario/) displayed on the address bar. E.g.:
http://localhost/PMAdmin/8c9030d6-d71e-45f2-aba7-d80b8bf72c5d/Scenario/030D1697-C2E0-4163-8372-7C010410014C
3) On the PM server Navigate to:
C:\ProgramData\One Identity\Password Manager
4) Make a copy (backup) of the Share.storage file;
5) Click to edit the Shared.storage file;
6) Search for the WF GUID copied in step 2);
7) Replace the entry with:
<disabledReasons>
<reason name="userRegistered" value="DisableIfFalse" />
</disabledReasons>
8) Close and save the Shared.storage file;
9) Immediately after that, navigate to the PMAdmin site and open the custom WF and click ‘Save’ update the timestamp of the file (which will ensure Password Manager reads and applies the changes across all PM instances);
10) Open the Shared.storage file again to make sure the introduced changes are there;
11) Restart the PM service and IIS.
