ConfigEncryptor (VI.Config.Encryptor.exe) could not be launched to encrypt the SQL connection string.
Resolution
Copy the executable file VI.Config.Encryptor.exe to the One Identity Manager installation path (i.e. C:\Program Files\One Identity\One Identity Manager\) to launch the ConfigEncryptor.
