WORKAROUND
1. Login to Manager with an applicable account.
2. Navigate to the IT Shop menu.
3. Expand Application Governance.
4. Click on Enabled applications.
5. Select an Application from the list.
6. Click on the disabled system entitlement within the Application entitlements tile.
7. Click on the blue Application entitlement tile.
8. Remove the checkmark from the Disabled checkbox.
9. Save the change.
The system entitlement will now show as published in the web portal.
