Existing company policy violation does not delete if mitigating control has been assigned (4381100)

If a policy violation (QERPolicyHasObject) has been resolved, the system tries to delete the object. However, if an administrator has previously assigned a mitigating control (PolicyObjectHasMControl) to that policy, the job freezes until the administrator unassigns the mitigating control.

To replicate:

1. Enable the "All Identities have a Primary Department" policy
2. Find a user to violate it
3. Assign a mitigating control to that violation
4. Assign that user a department
5. The job will freeze trying to delete the policy violation record
