Enhancement to disable the Administered certificates feature for SPP users via permissions (completely remove the feature from the web UI) (4380469)

The Vault feature can be removed from the Web UI for users via permissions; the Administered Certificates feature continues to show even with the Vault feature disabled. This enhancement request should allow SPP admins to disable this feature via permissions for normal users.

STATUS: Enhancement Request # 508230 has been raised with our Product team for consideration of inclusion within a future release of One Identity Safeguard for Privileged Passwords.
