Disable PMSelfService and PMHelpDesk pages (4380964)

In rare circumstances, customers may wish to disable the PMSelfService and PMHelpDesk portals.

Password Manager is still used for password expiration notification services as well as Password Policy Manager functionality.

This can be achieved by modifying the Application Pools for the PMHelpDesk and PMSelfService sites so that they are stopped and so that they do not start automatically. 

1. In the IIS Manager: expand the server name and select Application Pools.
2. On each pool, select Basic Settings and de-select the Start application pool immediately checkbox, then stop the pool.
3. Repeat these steps on all Password Manager hosts.

NOTE: These changes will need to be re-applied following any Password Manager update.
