user cannot change password (4295319)

user had the help desk change his password earlier now they want to change it so one nobody else knows, and when they try to change it, they get a message saying that the password did not meet security requirements

Minimum password age was set to one day in the Windows group policy for the domain

Wait until next day to change password or have helpdesk set user must change password at next login.
