Can additional permissions for requesting be assigned to a User Administrator?

Help Desk needs PPM requestor permissions, but want to add "User Administrator" permissions to allow them to unlock other user accounts. When assigning the User Permission role, it appears that they lose the ability to check out their own account passwords. Is this scenario (manage TPAM users, and manage their own accounts for checkout etc) possible without full "Administrator" privileges?

The User Administrator is a specific type of user in TPAM that has all necessary permissions for this role built directly into the user. It does not allow any additional permissions for requesting or approving to be assigned.

If a user requires both types of roles, the only workaround would be to create a separate User ID in TPAM for each type of role.
