License statistics not scoping cloud only objects -

Managed Units for Azure users works fine when usingt explicit Membership rule. If the ARS builtin policy "Exclude from Managed Scope" is applied, it works fine too, Azure users cannot be edited from ARS. However, the Product Usage Statistics does not exclude those Azure users from the license count:
