The append parameter is not working for the attribute edsva-MsExch-SharedMailboxUsers

The example below it is supposed to add a user as additional full access permission on the shared mailbox, therefore it throws an Administrative Policy returned error.

$users64 = @()

$usersid = (get-qadobject "CN=user,DC=domain,DC=com").objectsid
$os = New-Object -ComObject "AelitaEDM.EDMOctetString"
$os.SetSidString($usersid)
$users64 += $os.GetBase64String()

Set-QADUser -Identity "CN=sharedmailbox,DC=domain,DC=com" -ObjectAttributes @{'edsva-MsExch-SharedMailboxUsers'=@{Append=@($users64)}} -Proxy
