When populating the correct value to the edsvaMsExchEnableRemoteMailRoutingAddress attribute, Active Roles is not running the expected Enable-RemoteMailbox cmdlet.
Logging on the target Microsoft Exchange Server and verbose logging on the Active Roles Administration Service show that Active Roles is instead running the Get-MailboxPermission cmdlet, which is not valid for a user account in this state.
This issue is being tracked as Defect ID 488815.
WORKAROUND
Perform remote-mailbox enablement using a custom script module or use Microsoft Exchange tools.
STATUS
Waiting for fix in a future release of Active Roles.
