In the webPortal, a request to assign a new manager and then go to the "Request" - "My Requests" - "Request History" section and select the request to "assign a new manager".
An editable "New Manager" field appears at the top of the "Information" tab.
This field should not be editable.
Please contact support and ask for hotfix 35367.
