Job delivery/processing leaves inconsistent processes in the Job Queue (4331193)

With mass operations (approx. 1000 processes) it happens sporadically (approx. 3 processes per 1000) that several non-consecutive jobs have been processed, are now FINISHED and their successors are TRUE. These processes are no longer delivered. It can also happen that processes with gaps are moved into the Job History.

This is a product defect (35751).
