Employee Leaving Date Unexpectedly Changes in Manager

When entering a date and time for the Leaving Date of an Employee, if the time selected is midnight (00:00:00) the value selected changes by the offset for the local time zone.  For example, entering 05/05/2023 00:00:00 in the field while the local time zone is -7 UTC will change immediately to 04/05/2023 17:00:00.  This does not occur if the time value selected is 23:59:00, 00:01:00 or any other time during the day.

This appears to be a product defect related to date/time storage and conversion to local time for the interface. The date/time is entered in local time by the user, stored in UTC in the database, and then translated to local time when displayed. It appears that the local time translation is incorrectly applying to new entries if the time is midnight. This occurs whether the date/time picker is used or a value manually entered, including if the time is not specified and only a date entered.
