System roles hotfix breaks OAuth/OpenID authentication for the web portal -

After applying hotfix number 36503 for the web portal to correct system roles, OAuth 2.0/OpenID Connect authentication no longer works. The following error is displayed in the web portal:
"Type Error: Cannot read properties of undefined (reading 'startsWith')" -
