Performance issue in DBQueue task "QER-K-ShoppingRackPWOHelperPWO-Rec" ("Generates DBQueue tasks for recalculation of the approvers") for decision rule "QER-PWODecisionRule-MS" (4378155)

Steps to reproduce:

• Make sure, that there are unassigned requests in the database, which use the approval procedure "MS" (Manager of requested business role or organization).
• Change the manager of a business role.
• That creates an entry in QERBufferRecalcDecisionMaker for the decision rule "QER-PWODecisionRule-MS" and triggers the DBQueue task "QER-K-ShoppingRackPWOHelperPWO-Rec".

Expected result:

The DBQueue task is processed quickly.

Actual result:

It takes up to 2 minutes, until one of these tasks is processed.

This is a product defect (474402).
