MakeDecisionOnInsertAsync is not triggered for prolongations and unsubscriptions (4378913)

Steps to reproduce:

Activate the config parm "QER\ITShop\DecisionOnInsert".
Create a request with an end date and approve it.
Then create a prolongation request.

Expected result: 

The approvers are not calculated immediately, but a CallMethod job is generated to call the method "MakeDecisionOnInsertAsync".

Actual/different result:

The approvers are calculated immediately (by the the PersonWantsOrg update trigger)

This is a product defect (469433).  

WORKAROUND:

None

This will be fixed in a future release of the product. If you require this immediately corrected, please contact support for a hotfix referencing the defect ID 469433.
