How to prevent users from using "spaces" within passwords when changing passwords? (4216135)

By default Active Directory allows for "spaces" within passwords as special characters however some 3rd party tools do not.  How to prevent users from using "spaces" within passwords when changing passwords?

WORKAROUND:

Out of the box Password Policy Manager is not able to save a single “space” as a special character, but as a workaround one may use 3 special characters including space:

1. Open Password Policy Properties | Disallowed characters rule
2. Click Special characters link
3. To avoid real special characters you may specify ones with codes like #12 #13 (i.e. character with code 12, then space, then character with code 13).
4. To specify characters with special code please press the Alt key, enter code on numeric keypad and release Alt key.
   For example save the following 3 characters: ♪ ♀
   (please note that the space is between visible characters) it is unlikely that users will use such characters in their passwords, that is why it is fairly safe to disallow them along with the space.
