When a notification for group deprovisioning is configured and the scope is applied to the same OU as user deprovisioning policy, the notification for a group deprovision will be sent when a user is deprovisioned even if no notification configured for the user. -
原因
This issue has been identified as a product defect and is being tracked as Defect ID 116008. -
解决办法

Waiting for a fix in future release of Active Roles
WORKAROUND
Create a triggered workflow to send notification upon deprovisioning.
