Does restoring a backup restore the cluster and its members?

No - backup does not include any cluster configuration information, so following a backup restore the primary will be in a standalone state. Following a backup restore on a primary, any replicas will still think they are still in a cluster with the primary and will need to be cluster reset. Alternatively you can unjoin them from the cluster prior to backup restore. Replicas will then need to be joined back into the cluster.
