No.Joining to Starling, gives the ability to use both the Starling 2FA and Approval Anywhere features. You need a Starling subscription for either of these features. The customer can choose to use either one or both of the features.For Approval anywhere the end users will need to use the Starling application. Approval anywhere doesn't rely on anybody using Starling 2FA for their authentication.
