After upgrading TPAM to version 2.4, receive error "At least one service or driver failed to start…" under PAR Health and Welfare agent

In 2.4, after rebooting, customers may see this message on the console. However, after the device is fully operational the service associated with this notification is running. The startup is delayed and causes this notification to appear. It does not impact the operation of the device.
