The reason for the new package is in the release notes under "new features"
https://docs.oneidentity.com/bundle/safeguard-for-sudo_release-notes_7.4
Safeguard for Sudo now has a build with Control-flow Enforcement Technology (CET) enabled for Linux x86_64 architecture. It supports both shadow stack and indirect branch tracking, but is only available for RHEL 8 and later.
To install it, use the packages from the "linux-x86_64-rh8" subfolder.
Can we use the same rh8 rpm for RHEL 9 Linux servers also?
Yes. Before that, please look into the following link regarding this particular package. we would also recommend testing before doing any production changes.
