New users report successful registration but are not registered in Starling 2FA dashboard

When a new user registers in Password Manager using the Corporate Authentication option, Password Manager reports successful registration but the user does not appear in Starling 2FA Users dashboard.
解决办法
This is expected behavior.
The user will not be registered in Starling 2FA until the first use by the user.
