Change the display order of workflows on the self-service sites (User and Heldesk) -
说明
You may have noticed that currently Password manager does not allow you to alter the display order of the available workflows. So they’ll always be displayed to the user as defaulted, even though you may want to have them in a different order.

This is by design.
