The Active Roles Synchronization Service or Quick Connect Capture Agent on the Active Directory Domain Controller is not processing real-time password sync changes as expected.
The Capture Agent logs contain the following error message:
The caSvcCfg.xml file is blank or contains non-printable characters.
This can sometimes be caused by Windows operating system updates.
WORKAROUND 1
Delete the caSvcCfg.xml file from C:\ProgramData\One Identity\Active Roles\Logs\Synchronization Service and then restart the Capture Agent service.
WORKAROUND 2
Replace the caSvcCfg.xml file with a complete file from a working Domain Controller and then restart the Capture Agent service.
