Open LDAP parsed in lower case instead of uppercase (4275992)

When configuring the provisioning rules for OpenLDAP, the value is parsed in lowercase even though it's entered in uppercase. Bolean attributes in OpenLDAP need values to be in uppercase.

This is a product defect (TF00454885).
