原因
Product Defect 27765
* API: Bug 27497 introduced behavior where correctly site'ed DCs were no longer
scored. This has been fixed. It is recommended that anyone using 4.0.3.175-
4.0.3.180 upgrade to this version or higher. This was seen as vasd/vgptool not
always using one server during join, or preferring vas.conf servers. Also as
join failing with host/ not found.

Please upgrade to QAS 4.0.3.192 version which contains the fix. . Please see the following article for details and a link to the package:
