Blacklist rules are a new feature introduced in Privilege Manager for Windows 4.0. Blacklist rules deny user access to an application, regardless of what their default domain user permissions allow.
解决办法
Use the Create Rule Wizard to configure a blacklist rule:
Select the Blacklist Rules tab.
Click on the New Rule Button to open the Create Rule Wizard.
Specify the data request in each tab and click Next.
Click on Finish to apply the rule. If you have not specified the required data, the wizard will notify you.
Click the Save button on the menu bar of the Rule Section.\
Note: Blacklist has precedence over Instant Elevation.
