Membership in mail-enabled distribution groups can be applied for and approved. Specify which users manage the mail-enabled distribution group and therefore can grant approval for membership in the group.
To specify a mail-enabled distribution group

In the Manager, select the Azure Active Directory > Mail-enabled distribution groups category.

Select the mail-enabled distribution group in the result list.

Select the Assign administrators task.

Select the table which contains the administrators from the menu at the top of the form. You have the following options:

Azure Active Directory user accounts

Mail-enabled distribution groups

In the Add assignments pane, assign the administrators.
TIP: In the Remove assignments pane, you can remove assigned administrators.
To remove an assignment

Select the administrator and double-click
